The late fee wouldn't apply to new members - just to late renewals.
I don't see the difference between a 'late fee' and an 'on time discount' - aren't they pretty much the same thing worded differently?
I also don't think it's that difficult to keep track of first-time members as opposed to renewals if we keep a list we can run a simple search if in any doubt.
Funding isn't set aside for nationals as such. The entry fee for nationals will fund nationals. However, I think Ausfootbag should be insured and that insurance should cover both the agm and nationals every year, and we should aim to be able to pay it out of membership revenue. Given this, I'd argue that just because you join up after nationals doesn't mean you should be exempt from helping to shoulder the burden of ausfootbag's financial responsibilities such as insurance.
I think the simplest it can be is for the new members to have their own fee and new members pack, and for the renewals to have the one fee if paid on-time, and a higher fee if paid 'late' or not 'on time' (ie at or just before nationals).
At this stage, we're most interested in organising current members and their renewals. And I think the two fees and the one deadline are simple and fair enough.
As for new members I think we can either have 2 fees along the lines of Jeremy's suggestion, or we can just have the one fee - people who pay in the final quarter of the year can get the end of that year for free and we can just process them at the start of the next year, given that they'll have missed the bi-annual newsletters for that year anyway, I don't see any harm in giving them the extra couple of months for free.

I'm putting together a proposed addition to the ausfootbag constitution outlining memberships fees -
I'm thinking we'll do renewals due by the 31st Jan each year afterwhich time any un-renewed members lapse.
Lapsed members will be able to rejoin at anytime at a higher rate than renewals.
There will also be a joining fee for new members.
There's a few ways the joining fee could work so let me think about it.
In the end any system will have strengths and weaknesses the thing will be to pick what is most workable and most likely to maximise our membership revenue - keeping in mind that we can always amend the system and we can also offer recently joined members a discounted renewal fee if we think its fair - so if ppl join late in the year, when the next Jan rolls around we can knock a bit off their renewal fee to take into account the fact that they only just contributed and shouldn't have to double up.
