Hey,
I recently began making my own footbags and already made my first experiences.Still looking for good sewing equipment, I found an interesting filler.Namely my old Softair ammuniton, which are small, very round, relatively heavy plastic beads.
I've not yet achieved to make a really playable bag (mainly due to bad material, i guess), but could imagine this filler to be quiet practicable, not at least because of it's weight!

Good topic title.
Airsoft BBs are too big. You can make a great consecutive kicking bag with whatever footbag you're making it with, but if you want to have a great footbag filler the options are out there (in shot form). I highly suggest lead shot size 7.5 and/or higher, as this is the typical filler used in higher quality 32-panels made for freestyle. It's also cheap and affordable, but also toxic.
Steel is also cheap and affordable, much cheaper than lead, but it has the tendency to rust. You can find them in about the same sizes as lead, and they follow similar number sizing ranges (although finding anything bigger than 7.5 is a sheer hassle).
The utter best footbag fill out there is whatever shot that has tungsten mixed, and preferably in a small shot form like size 9-10. It's heavy, rust-proof and non-toxic.
In my experience in making so many footbags for the past 3 years or so, I feel that removing the shot out of bullets is a true sign of making fun with footbags, and not deadly warfare.
