Speaking from an event director point of view, there is one thing that many sports organizations provide that is a prerequisite to book many parks/venues for footbag: insurance coverage.
Here's an example: a softball team in the city of Portland can get insurance for $10. To insure the US Open Footbag Championships we are looking at hundreds of dollars. That takes a lot of money away from doing things for the players. If you have ever competed in another sport, you know that often they make you sign up for their national organization as part of your registration. A big reason for this again is insurance coverage. Why can't we have the same thing?
Since the IFPA is international, I'm sure this request is almost impossible. But, it sure would make running events a LOT easier. Insurance coverage is a BIG DEAL in the USA.

I think as you say insurance coverage is impractical for the IFPA to offer internationally. A much better solution would be a US association (and obviously the other associations that already exist for other countries) that would organise something like that and have a coverage appliable to all US Footbag Association sanctioned events - which could well be connected with the IFPA and I'm sure the IFPA would be happy to help with the organising for such an organisation.
